Hi Rajiv,

What solves it for me is that there are three processes of evolution 
going on at once: the physical evolution, the mental evolution and 
the monadic evolution. 
The mental evolution can't get any lower than kama - so it doesn't. 
So it goes like this:
atma |
buddhi |
manas | A
kama |____|
us being in the fourth round (that is in kama). 
Whereas physical evolution goes all the way down to, well, physical. 

At least, this is how I understand it right now.
