Well, I don't think so. Neiher do the weapons inspectors, else they 
would not be headed for the United States, there to DEMAND in the 
name of the international community that they have unrestricted 
access to all nuclear, chemical, and biological weapons sites.

If developing chemical and biological weapons were determined to be 
necessary to secure the homeland I would agree with you that rhat 
these programs should continue. However, I see no reason why the 
United States should be working to develop bubonic plague, botullism, 
anthrax, and smallpox and figure out how to "weaponize" these evils, 
which means releasing them on innocent Arabs whose only offense is 
living close to oil wells which are significant money generators. I 
also see no rational reason why we should have millions of pounds of 
nerve gases such as Sarin stockpiled when these weapons have been 
outlawed by the rest of the internatioal community since the end of 
WWI. You know all this stuff is outlawed and you know it is all 
insane, so why are we wprking on it?

To be fair, Bush is not personally responsible for the existence of 
these programs prior to his inauguration. However, as Commander in 
Chief he is responsible for the aggressive continuation of the same 
programs under his watch. Without diminishing the national security 
in the slightest, he could with a flick of the finger cause the whole 
thing to be shut down and the existing stockpiles to be destroyed. 
That would save the taxpayer the money we are wasting developing 
bubonic plague stockpiles (what the hell do we need with bubonic 
plague stockpiles?) and setan example of high mindedness to the rest 
of the world. He would reap significant advantages at no perceptible 
cost to himself. So why doesn't he do it?
