You are confused. It was the PLO, and not the Palestinians, which
came into existence after the 1967 war.

Frank:
Steve is right. The PLO is only an organization and not the Palestine
people itsself which existed long before the 1967.
That the land should be separated both for the owner and the new occupants
was an UN resolution in 1948.
Until then the Palestines are waiting and Israel was running several
official and unoffical wars to exterminate the rightous owner and to block
the launch of a Palestine state.
