Neither.

In cases like those you quote, note that Blavatsky is relying on the
statements of others. She is discussing reports that certain groups are
dying out, and looking for explanations. The Mahatmas corrected that,
stating, as I stated, that the Australians had the remnants of the
civilization of the 4th Root Race. Because of this, while it was very
helpful, it was also, "been there, done that." There is a belief that
one reincarnates in a body where one has the best chance of learning
something that one is currently missing. Once that which is learned is
picked up by other groups, people have less reason to reincarnate within
those groups, and the result is that the birth rate among those groups
goes down. Blavatsky speaks of groups that she has never met, and had
only the reports from highly prejudiced sources, so it is not surprising
that she got some facts wrong; the Secret Doctrine is full of mistakes
based on Blavatsky writing based on incorrect data that she trusted.
