Not yet. For example, they could have completely wiped out Jenin
without losing a single Israeli soldier's life. Certainly, a number of
innocent people whom the terrorists were using as human shields got
killed, but a lot fewer than if Israel had acted like, say, Arab
countries have in a similar positions (such as Iraq and the Kurdish
rebels; a poison gas attack killed almost every man, woman and child,
with nary a peep from the international community). If Israel really had
its back to the wall, they would have said to hell with it and just
wiped out the city. However, the real war is not Israel vs. the
Palestinians. It is Israel vs. the Arab world, who are using the
Palestinians as cat's paws. And you can be certain that there are
nuclear weapons aimed at every major oil field and major city in the
Middle East, and probably "world killer" biological weapons as well. 

Israel has a highly trained and highly dedicated scientific community
working for its war machine. Just consider: back in the 70's, the U.S.
sold a number of Phantom jets to the Israelis. A computer system
required for the bombing mechanism was removed from the planes by the
U.S. at the last minute. Within a week, the Israelis had developed their
own computer system which the United States proceeded to buy from the
Israelis, as it was far superior to the one that the U.S. would not
sell.
