Technically ( see T. Glossary) p. 13 AKASA is "the subtle,
supersensuous spiritual essence which pervades all
space...erroneously identified with the Ether....the Universal
Space in which lies inherent the eternal Ideation of the Universe
in its ever-changing aspects on the planes of matter and
objectivity, and from which radiates the FIRST LOGOS or expressed
thought...."
It is said to be the 7th (highest) aspect of the "astral light."

I suspect that one has to activate one's own BUDDHIC principle to
have access to it. It is also clear that it is the record of
eternal and ever-active KARMA. This means making Theosophy
practical and obeying the disciplines of occultism -- See H P

The "Lower Manas" can comprehend Akasa, but cannot have access to
it. Only the Higher Manas (Buddhi-Manas) would access it. Lower
Manas is the mental intelligence that we use in the ordinary day
to day matters. But it is this that has to be elevated by
seeking out the CAUSES of the basis that it uses for thinking
here.
Example:
Why Brotherhood? Only because of the MONAD which is ATMA-BUDDHI
and is in immediate contact (spiritually) with all Monads. There
are for the Monad, and its brother-Monads only one Nation: our
WORLD.
There is for IT only one RELIGION: Truth, and doing GOOD to and
for others. This actuates the highest Karma through impartiality
and universalism -- the result is that all contentious and
divisive argumentative efforts are seen to be fruitless and are
then dropped. When dropped they take the evil Karma they
represent with them, and we remain. But we are then purified of
them, unless we revive them.
The "astral light" is like our mental furniture, built up in this
incarnation with our learning and experiences, and confused by
the many opinions of others: School, religion, patriotism,
clannishness, family loyalties, etc.. But, on analysis we see
that these change with each incarnation. The Akasa is like
WISDOM -- or proven Learning and proven, true, and impartial
knowledge -- it is valid for all people at all times and in all
places. And this is essential: It is a knowledge that can be
applied impartially and universally -- in which the MORAL /
ETHICAL aspect of learning and doing are always clearly perceived
as the bond between choice, performance and final effect.
In other words we do not "react" but always deliberately consider
and decide what is the best action to be done. If this has been
made into a regular habit of living, the apparent consultation
and delay before acting may be reduced to a very small interval
of time. It is not procrastination, but an attunement of oneself
with the moment, so that every trial and testing that may come
our way is given a review and an appropriate action is chosen for
response.
