Hi Mic,
Someone probably already responded to this mail - I try to
keep up with the list, but work and other lists keep me
away. But well, I have some comments to make - perhaps
plain common sense ones:

You can never be completely sure if you met that person
before. You can have your intuition and trust it (a good
idea if you can intuit the karmic relationship and explain
a few conflicts/problems with that) and hope it is correct.
But only a full buddha will know for sure, IMO.
But in some circumstances a clairvoyant can help as well.
In my lodge there were two people who had known each other
in a previous life and apparently died together somehow.
They both remembered the same circumstances. And one was
reputedly clairvoyant. And since death (at least sudden
death) appears to be quite a traumatic experience the death
left traces in the personality of at least one of the
persons. Which is I suppose karmic.
