The Peter Principle comes to mind immediately, which states that everyone in 
an organization rises to their level of incompetence.

Extrapolating from that, we can say that all beings rise to their level of 
incompetance which would be to say that a supreme being, if one exists, would 
have to be supremely incompetant.

So, given that hypothesis, the answer would be "Yes," and when they do the 
results are stupendous.
