There may be pockets of individual companies who may have seen a possible potential. But industry as a whole did not in general see the mushrooming growth and usage of Internet.

Not entirely. The online service for which I wrote the back-end shell
was already gearing up for Internet back in 1989 (I know; I did the
programming). Previously to the web, there was the RIP standard, which
allowed graphics, sound, etc. to be sent online very rapidly.
