In accordance with the "Universal Energy field" diagram and other
evolutionary field diagrams at:
http://members.aol.com/uniwldarts/uniworld.artisans.guild/chakrafield.html
(The following can be visualized with the help of the methods shown at the
link:
<Meditative Visualization of Triple Energy Flows>)

All universal evolution (as well as the evolution of all beings - "As above,
so below") of all energy fields starts at the primal "beginning" (Tai Chi)
from the central (zero) point-instant of the outer "primal sphere" and
proceeds through time (following the arrows on the diagrams) in an endless
three cycle path that is repeated on every level (phase change) of inner
fields from spirit (or pure consciousness) to matter, and, eventually, back
to spirit --- which, at the end of Time, after the universe collapses back
into its initial zero-center of infinite "Spinergy" and rest (Pralaya),
repeats the cycle of manifestation and dissolution (Manvantara to Pralaya)
endlessly (Nittyapralaya). Therefore, the laws of cycles and periodicity are
fundamental... And, Time only exists while the evolutionary changes are
occurring during manvantara.

These cycles of manifestation and dissolution can be visualized as spiral in
nature, and on each rebirth, each being returns to "life" at a higher level
of awareness and wisdom, due to accumulated experience, governed by
individual karma. In the case of Mankind, such karma is self determined, and
cumulative as well as causative, and can be reversed, modified, neutralized,
harmonized, or transcended by the conscious application of appropriate
counter causation (empowered by will). e.g., The practical application of the
"Heart Doctrine," as discribed in the *Voice of the Silence*, along with the
attainment of enlightenment through the practice of Rajah Yoga meditation as
described in the *Yoga Aphorisms* of Patanjali.

Incidentally, the visualization and pondering on the evolution of the 7-fold
centers of consciousness of our individual nature (chakras), as an outgrowth
of the 14-fold outer "forms" of their energy fields (invisible aura), can be
used both as a meditation "with a seed," as explained by Patanjali, as well
as in the physical and mental practice of Tai Chi Chuan, a Chinese meditative
martial art (similar to Hatha yoga in combination with Rajah Yoga).

I hope this technical metaphysical approach (through mental visualization)
might help in comprehending HPB's statement, and realizing the fact that
evolution of the Universal consciousness (as well, analogously, as that of
all the potentially sentient beings spinning out of it -- from the lowest
forms, through mankind, up to the Universe itself) are continuously, in their
respective "kingdoms," being (1) born, (2) experiencing the consciousness of
"life" and its karma (action), (3) returning to their zero-point centers of
infinite wisdom, and (4) are reborn again and again-- in endless cycles of
manifestation and dissolution... With Time being the measure of such changes
in conscious experience during each successive cycle of experience.
