Some of the best descriptions for the action and range of Karma,
individual and collective can be found in HPB's KEY TO THEOSOPHY
and in Mr. Judge's THE OCEAN OF THEOSOPHY. The question of
"accidental karma" and "undeserved Karma" are also well covered.
Why not refer to those basic texts instead of speculating ?

If all actions precipitate an effect, then they are karmic if
karma is taken in a very literal way as coming from the
Sanskrit verb-root KRI meaning "to do". However, from a
metaphysical point of view and from the current usage of the
word, karma is related to the moral world. When we talk about
the "karmic consequences of our actions", we are referring
to the benefits or debits of right and wrong actions. I think
that is the way karma is meant in the Cayce teachings
and Theosophy too.
