No.  The entire context of HPB's Addena on 477-78 is that science knows
nothing of the "living Forces" of Spirit and attributes "all to blind
matter".  The passage concerning the dormant faculties is just pointing
out what European & American scientists do *not* have.

If there is any scientist today who does have these faculties (or one of
them) developed -- I would guess it would be an Oriental yogi/scientist.
But I rather doubt he would be publishing papers or teaching in a university.
