This allegation was given by C.G. Harrison in his book
THE TRANSCENDENTAL UNIVERSE first published 1894. Reprinted
1993.
Harrison makes all sorts of unsupported assertions. Many
of these simply don't fit into the known historical facts of HPB's
life.
Harrison also says that The Secret Doctrine is
"exceedingly faulty" and also says that HPB is "a most
unsafe guide to the Higher Wisdom."
In Lecture One, pp. 86-88 in the 1993 ed, Harrison
gives 11 numbered statements.
Number 8 reads:
"(8) That Koot Hoomi is a real person, but is neither a Tibetan
nor a 'Mahatma.' 'He is,' said Mr. ----, 'a treacherous
scoundrel in the pay of the Russian Government, who, for a
time, succeeded in deceiving Madame Blavatsky, but whose
true character and personality she at length discovered.' Her
chagrin at having been so long hoodwinked caused her a serious
illness. But as the 'Mahatmas' were the foundation stone of the
Theosophical Society she was obliged to keep up the deception.
She contrived, however, to let 'Koot Hoomi' gradually disappear
as the author of 'phenomena', and substituted for him a mythical
'Mahatma M.----,' who never appeared in his 'astral body'."
How does this statement (8) hold up in light of the primary
source documents?
Of course, one must conclude that IF Harrison is correct, then
he knew more than Blavatsky. No doubt, he wanted people to conclude
he was a "safer" guide to the Higher Wisdom.
Rudolf Steiner and Rene Guenon repeat the Harrison stuff with
variations, etc.
