So far I am not aware of any discussion about this message. The only
references to the document I found were the following:
1) On the backflap of the dust-jacket of "The Mahatma Letters to A.P.
Sinnett," Third edition (Adyar: TPH, 1972) the title is mentioned under the
heading "Letters from the Adepts." I have not checked, but probably the
document was for sale at that point in time, like the "The Maha Chohan's
Letter."
2) Gregory Tillett in his "The Elder Brother" ( here "Elder Brother"
refers to CWL) refers to the document in the context of the fractional
strife between CWL on one side and Wedgwood and Arundale on the other about
the question of who was representing the Masters.
3) A couple of articles in "The Theosophist" with references to or
quotes from the document, which were mostly positive.
